Quick Overview
Gnoll bands threaten the roads and settlements of human-controlled regions. In southwestern Elwynn, Hogger has become notorious enough that failed attempts to capture him have led to a public bounty. Reports of cooperation with the Defias place some gnolls within the political violence spreading outward from Stormwind's troubles.
Full History
The struggle with Hogger shows how difficult it can be for Stormwind's local authorities to secure the countryside beyond their posts. He prowls southwestern Elwynn, and attempts to bring him into custody have failed. The response is a bounty directing capable fighters to Marshal Dughan. Hogger's continued freedom gives a personal focus to a wider problem: a hostile leader can make part of the kingdom dangerous even while the capital and its villages remain under human rule.
Gnolls also appear in information gathered against the Defias Brotherhood. Wiley warns that the organization has allies among them and among kobolds. The warning changes the meaning of the danger around Stormwind. Some of its enemies may cooperate across racial divisions, allowing a human insurgency to draw support from groups already in conflict with the kingdom. The claim concerns particular alliances; it does not make every gnoll band an arm of Edwin VanCleef's organization.
The Brotherhood itself grew from the bitter dispute that followed the rebuilding of Stormwind. Connecting gnolls to that struggle places them at the edge of a conflict whose immediate origins lie in human government and labor. Their role is therefore more complicated than that of creatures encountered along a road. Armed bands, local leaders, and reported alliances all influence how far royal authority can reach. Hogger remains a threat to be confronted, while the extent of wider cooperation remains a matter for the kingdom's investigators.
