Quick Overview

SI:7 was Stormwind’s clandestine intelligence organization, led in the original era by Master Mathias Shaw. Its agents gathered information that ordinary soldiers and magistrates could not easily obtain. The investigation into Edwin VanCleef and the Defias Brotherhood shows how Stormwind’s spies were forced to confront failures within their own kingdom.

Full History

Kings can command armies in the open, but they also require people capable of discovering threats that do not wear uniforms. In restored Stormwind, SI:7 served that quieter purpose. Its operatives collected intelligence, cultivated informants, and pursued conspiracies hidden beneath the public business of trade and law. Mathias Shaw was the organization’s most visible figure, combining the authority of a royal intelligence master with knowledge of the criminal skills he tried to contain.

The Defias investigation was especially personal. When Gryan Stoutmantle sought answers about the Brotherhood operating in Westfall, Shaw’s report connected its leader to the Stonemasons who had rebuilt Stormwind. Shaw had known Edwin VanCleef since youth and had trained him in the arts of stealth. His report acknowledged that the city’s own rulers failed to pay the builders, turning a private dispute over wages into the seed of a dangerous insurrection.

This history places SI:7 between loyalty to the crown and knowledge of the crown’s mistakes. The Brotherhood’s networks reached from outlying mines and coastal settlements toward Stormwind itself, making them an intelligence problem as well as a military one. Its spies guarded a kingdom whose internal resentments threatened it as surely as armies beyond its borders.
