Quick Overview

Gul'dan gathered warlocks into the secret Shadow Council, giving them power over the orcish Horde without making them its visible rulers. Blackhand served as warchief while hidden advisers shaped the clans' strategy and corruption. This divided command helped drive the Horde toward the Dark Portal and into war with Azeroth.

Full History

As demonic influence spread among the orcish clans, Gul'dan emerged as a central figure in the new practice of warlock magic. His power did not rest only in combat or ritual. He established a network of trusted followers known as the Shadow Council, using secrecy to influence the direction of the Horde. Through that institution the Legion's ambitions could be translated into decisions made by orcish chieftains who did not necessarily know who was truly guiding them.

Blackhand became the public warchief of the emerging military coalition. He commanded armies and represented a recognizable center of authority, while the Council worked behind that appearance of rule. The arrangement allowed Gul'dan to pursue power without assuming all the risks of open leadership. Orcish military strength grew, but its purpose was increasingly determined by conspirators who placed demonic interests above the well-being of the clans.

The consequences were severe. The Shadow Council helped drive warfare against Draenor's inhabitants and the adoption of the blood of Mannoroth, binding many orcs to the Legion. Gul'dan later maintained dealings with Medivh that led to the opening of the Dark Portal. Once the Horde entered Azeroth, the split between public command and covert direction shaped strategy, loyalties, and the rivalries of its leaders.

The Council's influence did not survive unchallenged. Orgrim Doomhammer killed Blackhand and moved against the warlocks, changing the balance of power within the Horde. Gul'dan's later desertion in search of the Tomb of Sargeras weakened the Horde during the Second War. Those episodes show the danger of a military state built around hidden ambitions: the same conspiracy that helped create the Horde also divided it at decisive moments.
